The AI Ministry Illusion: Why Titles Won’t Build Intelligence

⚡ In the last two years, the world has discovered a new bureaucratic reflex.
In the last two years, the world has discovered a new bureaucratic reflex. A country announces an AI Ministry. A company appoints a Chief AI Officer. Press releases follow, conferences are booked, and somewhere a national AI strategy document gets printed with a cover photo of a glowing brain made of circuits. The assumption behind all of this is simple and largely wrong: that AI capability can be organised into existence by creating a title for it. More than two dozen governments now have a minister, envoy, or dedicated ministry for artificial intelligence. The UAE was early, appointing the world’s first Minister of State for Artificial Intelligence back in 2017. Since then, Saudi Arabia, South Korea, Indonesia, and several European states have followed, along with a growing list of compa

Given a rising number of publishing misconduct allegations , IEEE in 2022 created the Publishing Ethics Team as a centralized department to assist in handling claims. The group also works to increase the organization’s visibility in the broader publishing ethics area and helps IEEE volunteers write new policies. Here are some highlights of the team’s activities last year. The artificial intelligence coding revolution comes with a catch: it's expensive. Claude Code , Anthropic's terminal-based AI agent that can write, debug, and deploy code autonomously, has captured the imagination of software developers worldwide. But its pricing — ranging from $20 to $200 per month depending on usage — has sparked a growing rebellion among the very programmers it aims to serve. Now, a free alternative is gaining traction. Goose , an open-source AI agent developed by Block (the financial technology company formerly known as Square), offers nearly identical functionality to Claude Code but runs entirely on a user's local machine. No subscription fees. No cloud dependency. No rate limits that reset every five hours. "Your data stays with you, period," said Parth Sareen, a so

Salesforce on Tuesday launched an entirely rebuilt version of Slackbot , the company's workplace assistant, transforming it from a simple notification tool into what executives describe as a fully powered AI agent capable of searching enterprise data, drafting documents, and taking action on behalf of employees. The new Slackbot, now generally available to Business+ and Enterprise+ customers, is Salesforce's most aggressive move yet to position Slack at the center of the emerging "agentic AI" movement — where software agents work alongside humans to complete complex tasks. The launch comes as Salesforce attempts to convince investors that artificial intelligence will bolster its products rather than render them obsolete. "Slackbot isn't just another copilot or AI assistant," said Parker Ha

Are AI Models Working Harder Than They Need to?

⚡ Much of modern AI runs on multiplication.
Much of modern AI runs on multiplication. Neural networks behind everything from generated answers to photo organization and song recommendations perform millions or billions of operations that multiply inputs by learned weights. Lizy K. John thinks that’s more work than the job requires. John, a professor of electrical and computer engineering at the University of Texas at Austin, has spent the past five years working on a class of models called weightless neural networks . Instead of repeatedly multiplying inputs by weights, these networks pass binary inputs through interconnected lookup tables—closer to consulting a collection of stored answers than solving the same arithmetic problem repeatedly. Depending on the task, she says, the networks can be less than a thousandth the size or 1,0

The viability of orbital data centers hosting the largest and most capable large language models (LLMs) remains hotly contested. But enormous deployments that require thousands of GPUs aren’t the only way LLMs might prove useful in space. NASA’s Jet Propulsion Laboratory recently sent Google’s Gemma 3 to space, achieving the first in-orbit demonstration of a vision-language model analyzing imagery from a satellite’s own sensor. The system, known as NAVI-Orbital, used Gemma 3 to analyze images captured by a YAM-9 satellite built by Loft Orbital . Juan M. Delfa , technical group lead at NASA, said that though the goal in this case was image analysis, the project’s success implies a fundamentally new way researchers on the ground can interact with spacecraft. “This is a major shift,” said Del

If you’re wondering what dark matter is, you’re not alone. Astronomers don’t know. But they’ve determined that this invisible material must be far more abundant than the stars and nebulas that they can see. They’ve surmised as much from observing the gravitational effects of all this perplexing dark stuff, launching a decades-long campaign to understand its nature. I recently learned that it is possible to sense the presence of dark matter using a small radio telescope such as the Discovery Dish covered in these pages last year. The trick is to know what observations to collect and how to analyze them. I’ll sketch that out below, but first let me describe the homemade radio telescope I put together for this project. It’s a pyramidal-horn antenna, not unlike the horn antenna first used in 1

August 6, 2026 Science WeatherNext team WeatherNext enables accurate cyclone forecasts that can give an extra day of warning. Now we are open sourcing the model. Predicting how dangerous cyclones develop is a longstanding challenge where every hour counts. Tropical cyclones — also known as hurricanes or typhoons — are among the most destructive weather phenomena on Earth, responsible for more than 700,000 deaths and $1.4 trillion in economic losses globally over the past 50 years. For forecasters, issuing timely, accurate warnings is a constant race against time. Today, in a paper published in [_Nature_](https://www.nature.com/articles/s41586-026-10953-2), we show that our WeatherNext AI model achieved state-of-the-art accuracy in predicting a cyclone's track, intensity, and wind structure

July 30, 2026 Models Carolina Parada From feet to fingertips — we are teaching robots intelligent whole-body control, fine dexterity, and teamwork to complete a broad range of complex tasks For decades, we’ve dreamed of robots that can seamlessly step into our world and lend a hand. Now, that vision takes a significant stride forward. Most robots are pre-programmed or teleoperated for narrow, repetitive task sequences. They lack the ability to truly learn for themselves or adapt to unpredictable environments. Moreover, transferring learned skills from one robot body to another remains incredibly difficult. To take on the hardest problems at scale, robots of every shape and size need AI models giving them the ability to think, act, and interact intelligently to safely complete tasks. We dem

In February 2024, a young man lay somewhere on the frozen shore of James Bay, Canada, surrounded by snow and darkness, succumbing to hypothermia. When he failed to get home on time, his frantic mother sent a Facebook message to Elizabeth Kataquapit, then chief of the indigenous community Fort Albany First Nation in northeastern Ontario. Kataquapit used Facebook to alert the community’s search-and-rescue squad , who jumped onto their snowmobiles and drove into the night. Before dawn, they returned with the dazed man, who told rescuers he’d given up until wolves nudged his hypothermic body. “The wolves told him to wake up,” Kataquapit says. “I really believe they saved his life.” A fiber-optic network also played a key role. You tell an artificial intelligence agent, an AI capable of autonomous reasoning and multistep actions, "Find me a shirt for less than $30, but do not buy it." The agent finds one – and places the order anyway. You challenge the charge. The retailer shows the order came through your account. The AI agent provider shows your instruction not to buy. The payment service shows the charge. Each record may be accurate. But nothing in those records links the charge to the task you gave the agent to find – but not buy – a shirt. A conventional chatbot suggests a shirt and waits. An agent can use your account, contact other services and complete the transaction. One sentence sets off a string of actions across systems run by different companies. Each company can verify only the part it sees. Settli

Parents have been able to see their children walk for the first time through the help of a robot. Brooke Hacker, 15, from Sketty in Swansea, has [cerebral palsy](https://www.nhs.uk/conditions/cerebral-palsy/) and used the exoskeleton to walk 812 steps, with her four-year-old sister able to run alongside her. Her father Andrew Hacker said "you can't put into words what it feels like to see your daughter do something you were told would never happen". The trial in Carmarthenshire is the first time Canadian company Trexo Robotics has brought the £50,000 technology to the UK. Brooke's family are calling for it to be made available "nationwide". to confirm that text produced by supported Claude models will carry an invisible, machine readable watermark. Traditionally, consumers have browsed, logged in and paid directly through online channels. AI-driven shopping assistants could take over that sequence — recommending products, choosing merchants and initiating payments on their own — eroding the direct relationships retailers rely on. Nvidia’s rise from video game industry stalwart to the world’s most valuable public company has had some unintended consequences. For one, the semiconductor industry now seems to generate almost as much FOMO as it does revenue. “There is a lot of buzz, and everyone wants a share of it,” says Ankush Wadhera, managing director, partner, and India leader of the semiconductor practice at Boston Consulting Group (BCG). Image credit: Ulla This transformation has led to thousands of AI chip startups across Asia, many founded by veterans of older, pre-AI companies such as Intel and AMD. Like Nvidia, all of these startups are fabless, meaning they design chips but leave the manufacturing to specialist [foundries](https://testbook.com/mechanical-engineering/foundry-definition-and-process). CoreWeave shares fell 6% in after-hours trading after issuing full-year revenue guidance below analyst expectations, despite strong Q3 results. The AI infrastructure provider, which rents out Nvidia GPUs, reported Q3 revenue of US$1.4 billion, beating the US$1.3 billion estimate and up 134% year-on-year. Net loss narrowed to US$110 million from US$360 million a year ago. The company now expects 2025 revenue between US$5.1 billion and US$5.2 billion, below the US$5.3 billion consensus. CEO Mike Intrator said a third-party data center delay will not impact its US$55.6 billion backlog. Recent deals include a US$6.5 billion expansion with OpenAI, a six-year agreement with Meta worth up to US$14.2 billion, and a new contract with a large cloud provider. Blackstone and [Coatue](https://www.coatue.com/) are providing a US$10 billion loan to Australian AI infrastructure startup [Firmus Technologies](https://firmus.co/), one of the largest private credit financings in Australia. The funds will support the expansion of Firmus’ AI data center platform, which plans to build data centers with a capacity of up to 1.6 gigawatts across Australia by 2028. The company’s announcement indicates the data centers will incorporate chips from Nvidia. Investment in AI data centers globally is expected to exceed US$3 trillion, with much of it debt-funded, though industry skepticism remains about valuation and scale. Anthropic's Fable 5 is considered the most powerful AI model on the market, but U.S. companies are barely buying it. According to Ramp data, Fable 5 accounts for only six percent of Anthropic tokens sold. The model's steep price tag suggests corporate AI spending may have hit a ceiling, at least as long as performance gains don't translate into measurable everyday value. Two years ago, [Microsoft described AI](https://www.microsoft.com/en-us/investor/events/FY-2024/earnings-fy-2024-q3) as a “generational shift” in technology that it wanted to lead. Today, the company is merging its Copilot-branded consumer and business apps, and ditching a number of unsuccessful AI features. As initially reported by [GeekWire](https://www.geekwire.com/2026/microsoft-starts-merging-its-copilot-consumer-and-business-apps-in-advance-of-super-app-rollout/) and detailed in [Microsoft’s support documentation](https://support.microsoft.com/en-us/microsoft-365-copilot/learning/changes-microsoft-copilot-app), the tech giant will combine the functionality of its consumer-facing Copilot app and the more business-oriented Microsoft 365 Copilot app. The move is both an acknowledgement

Nvidia [announced](https://blogs.nvidia.com/blog/nvidia-ai-factory-compute/) this week that Apollo, BlackRock, Blackstone, Brookfield, Goldman Sachs, and KKR were willing to commit up to $500 billion to build AI data centers. That eye-popping figure got a lot of the attention, but the bigger story is Nvidia’s effort to create a secondary market for aging GPUs. To convince those big-name financial companies, Nvidia has agreed to guarantee, with its own money, that its chips used as collateral in these deals will retain their value. Today on _Decoder_, I’m talking with Hayden Field, _The Verge_’s senior AI reporter, about a question that’s been rocketing around the tech industry for the past week: Is Google losing the AI race? That’s because last week Google announced a bombshell reorganization of its AI division, Google DeepMind. Jeff Dean, the company’s chief scientist, is leaving to form his own startup and DeepMind cofounder and CEO Demis Hassabis is stepping aside to focus on longer-term research. You can read these moves, and Google’s reaction, in a lot of different ways. So I really wanted to sit down with Hayden to dig into some of the smartest analysis we’ve seen this past week, and what we think is really going on here. If you haven’t already seen a job listing for a “product engineer,” you probably will soon. The job everyone’s suddenly hiring for, this role is like a cross between a product manager and an engineer (as the name suggests). And it’s a hiring trend worth paying attention to. Companies are opening more of these roles every single month, but they’re struggling to fill them. The reason has almost nothing to do with engineers’ coding skills or years of experience. The best career move you can make to prepare for these types of roles has almost nothing to do with getting more technical. Instead, it comes down to one of the fluffiest, most overused, and potentially cringiest words in all of tech: mindset . Stick with me, I promise this goes somewhere useful. In addition, May and June’s job numbers were revised downward, showing a combined 103,000 fewer jobs than previously reported. As if this weren’t bad enough, wage growth has also slowed. Average hourly earnings rose by just 0.1% from June. This isn’t just a single month’s slow wage growth, either. Facing acute labour shortages, ageing demographics and chronic productivity problems, Japanese companies should be fertile ground for the take-up of artificial intelligence (AI). Yet, compared with the US and UK, adoption in many workplaces remains sluggish and cautious. Japan's response to AI is beginning to resemble one of the country's slow-moving, traditional Noh plays. All the masked characters up on stage agree that action is urgent, and the call is repeated with solemn agreement. Yet the actors remain frozen in place. Great for heightening drama, terrible for addressing the country's immediate difficulties. Data showing the use of AI in the workplace suggests that Japan has fallen behind. Just 8.4% of Japanese workers use AI as part of their job, according to [a report](https://www.

[Sophos](https://www.sophos.com/) has announced a partnership with OpenAI to bring frontier AI models to managed service providers (MSPs) through Sophos Fusion, which the company describes as the industry’s most complete AI-native cybersecurity defence system. The tie-up gives partners a way to deliver frontier AI security as one connected defence system and build recurring services on top of it. Sophos Fusion runs on a single, open architecture where every control point, whether native to Sophos or a third-party integration, operates as one. The partnership extends that model by bringing OpenAI’s frontier models into a defence system that already connects endpoint, network, email, cloud, identity and security operations, compounding intelligence from every threat it encounters. > “Frontie

Even the biggest cloud providers may be feeling the effects of the artificial intelligence boom. Amazon Web Services is reportedly putting stricter limits on how easily its engineers can spin up EC2 computing instances. The development highlights a less visible pressure point in AI infrastructure. While much of the public conversation has focused on high-demand Graphics Processing Units (GPUs), Central Processing Units (CPUs) remain essential to keeping modern data centers and AI systems running smoothly. ### What happened? By Ben Blanchard and Raphael Satter TAIPEI/WASHINGTON, Aug 13 (Reuters) - Taiwan detected AI-assisted cyberattacks on government agencies last month coming from overseas but the affected bodies successfully "handled" the incident, the Ministry of Digital Affairs said on Thursday. Taiwan has in recent years complained about what it sees as China's "hybrid warfare" — from daily military drills near the island to disinformation campaigns and cyberattacks — as Beijing ramps up military and political pressure on the democratically governed island to force Taipei to accept its claims of sovereignty. Chinese cyberattacks on Taiwan's key infrastructure from hospitals to banks rose 6% in 2025 from the previous year to an average of 2.63 million attacks a day, the island's National Security Burea

Kaspersky’s Global Research and Analysis Team (GReAT) has uncovered a campaign by SilverFox, one of the most active Advanced Persistent Threat (APT) groups in Asia Pacific, distributing fake Claude applications to infiltrate target organisations. The threat actor is exploiting the rising enterprise adoption of AI tools, with Mainland China and Singapore among its key targets. SilverFox, first detected by Kaspersky GReAT in December 2025, employs a multi-stage payload delivery approach using segmented infrastructure to minimise detection risk. Its latest campaign distributes fake versions of [Claude](https://claude.com/), the AI assistant developed by Anthropic, for Windows, macOS and Linux. > “SilverFox is one of the most active threat groups in the whole APAC region. The Trump administration is enlisting private companies to conduct cyberattacks on foreign cybercriminals in a major policy shift that experts say could come with legal risk for the companies. The move gives vetted companies a prominent role in hacking operations that have historically been the dominion of US law enforcement, spy and military agencies. Companies can use cyber tools to surveil foreign criminals and disrupt their networks under the "control and oversight" of the new federal program, according to a memo issued Wednesday by President Donald Trump. The program's goal is to punish foreign criminal groups that cause Americans billions of dollars in annual losses. The program's remit is foreign criminal groups, not governments. [Donald Trump](https://www.theguardian.com/us-news/donaldtrump) signed a memo on Wednesday that aims to give private companies the power to carry out offensive cyber-attacks against foreign criminal entities. The president signed a national security presidential memorandum directing his administration to "leverage the capability and innovation of the private sector to help conduct these cyber operations under the direction, control and authority of the US government", the White House said. The policy shift gives the private sector a role that has traditionally been reserved for government agencies, essentially deputizing companies in the fight against crime online. Trump's memo does not give private firms unlimited ability to conduct hacking operations, but instead would authorize "limi

It's mid-August, and those who have been waiting a good chunk of the summer for the release of Gemini 3.5 Pro are getting restless. Some are calling this the "longest-awaited model of 2026," since a release deadline had previously been announced much closer to the beginning of the season. Apparently, other related models have been released, but Gemini 3.5 Pro is still locked away. Additionally, there are rumors of cancellation, with outlets like[Geeky Gadget](https://www.geeky-gadgets.com/google-gemini-3-5-pro-canceled-rumors/) and others like[Andrew.ooo](https://andrew.ooo/answers/is-gemini-3-5-pro-out-yet-august-10-2026-status/) contradicting each other about whether the Google Gemini page says 3.5 Pro is "coming soon." What happens when you pit AI agents against each other? According to Anthropic’s testing, things get messy fast. On Thursday, Anthropic’s Frontier Red Team published [new research](https://www.anthropic.com/research/multiagent-systems) examining how groups of AI agents behave when they encounter each other in the wild. The findings provide a glimpse into potential risks that could develop as companies and governments move to implement agents working autonomously across shared codebases, markets, and computer systems. In one experiment, Anthropic gave three Claude agents access to the same software project, each with its own incompatible instructions for what to do with it. The agents weren’t told there’d be other agents working on the same project, so researchers could watch what happened

Across the AI industry, users are becoming more conscious of just how expensive their deployments can be —and feeling a new urgency to cut costs. But while open source models offer significantly lower per-token costs, it can be difficult to find the right model for a given job. On Thursday, [Writer](https://writer.com/), which offers AI tools and agents for marketers, launched a new flagship model called Palmyra X6, aimed at solving that problem for its users. Built as a post-training variation on Z.ai’s open source model GLM-5.2, Writer says the new system should provide deployment-ready capabilities at a much lower price. The company estimates the new model, combined with changes to the companies harness infrastructure, will cut costs for its customers by as much as 50% for basic tasks.

Nearly two years later, all newer PCs, including mini PCs, come with a Copilot key, but I am afraid Microsoft has created a new problem for itself, as the Copilot key is already starting to look outdated. Today, Microsoft formally [confirmed](https://support.microsoft.com/en-us/microsoft-365-copilot/learning/changes-microsoft-copilot-app?branch=pr-en-us-308) it’s merging Copilot and Microsoft 365 Copilot,

![Image 1: Brook in the exoskeleton, she wears a pink and white striped neckerchief and purple top. What happens when you pit AI agents against each other?

The Trump administration is enlisting private companies to conduct cyberattacks on foreign cybercriminals in a major policy shift that experts say could come with legal risk for the companies.
