Many researchers and students in Kenya, Rwanda, and Uganda struggle to access and publish scientific and technical articles because of financial barriers including publishing fees and subscriptions to research libraries. To help, IEEE has made its Xplore Digital Library more accessible by offering discounts on subscriptions and lowering fees to publish articles. But the number of papers published by technologists in the three nations still lags behind those from other developing countries. It might be that many researchers haven’t received training in methodology, been instructed on how to write academic articles, or fully understand the process for publishing in scientific journals. Staff from the IEEE Publication and Information Products group and IEEE volunteers held educational worksho

The E.U.’s AI Drive Undermines Its Own Chip Strategy

This story was originally published by Tech Policy Press . The European Union’s push for technological sovereignty faces an uncomfortable contradiction. As the E.U. rolls out AI factories, gigafactories, and new data centers, it is creating a surge in demand for the advanced semiconductors that underpin artificial intelligence. Yet Europe produces fewer than 10 percent of the world’s chips and remains heavily dependent on U.S. designers and Asian manufacturers for the most advanced processors. That tension sits at the heart of Chips Act 2.0 , the European Commission’s planned overhaul of its flagship semiconductor strategy. The original Chips Act, adopted in 2023, sought to raise Europe’s share of global semiconductor production to 20 percent by 2030. But the European Court of Auditors has

This article is part of our exclusive IEEE Journal Watch series in partnership with IEEE Xplore. The idea of letting a machine do the driving for you may put a lot of people off autonomous vehicles . But research could make it possible to backseat-drive an autonomous vehicle just as you might with a human driver. Self-driving cars carefully balance a host of parameters to ensure a smooth ride, including things like speed, acceleration, and the smoothness of turns. But human driving preferences can often vary depending on how much of a rush they’re in, whether they’re feeling carsick, or how busy the traffic is. These cars have a software component called the motion planner, which is responsible for choosing a safe and efficient path through traffic. The motion planner is normally tuned by

⚡ The impact of AI on software development has been both profound and ever-evolving.
The impact of AI on software development has been both profound and ever-evolving. Last year, I wrote about AMD’s plans to use AI not just for generating new lines of code, but also for other steps in the software development lifecycle (SDLC), such as triaging problems, debugging code, and testing the software. At the time, we were hoping for a 25 percent productivity boost from AI use over the course of two or three years. But with each new release, the capabilities of large language models (LLMs) improve dramatically—accelerating software development, increasing the quality of AI-generated code, and fundamentally reshaping how software is engineered. Now, just one year later, we have surpassed our productivity target, achieving a 30 percent overall productivity boost through AI. On top o

The AI boom has disrupted the way engineers work, introducing new tools to learn, raising expectations for what teams can achieve in a workday, and making it harder to get hired in the first place. This makes it difficult to advise students on which specific coding languages or technical skills they should learn. So amidst the uncertainty, advice for young professionals often turns to a common refrain: Be adaptable. But what does adaptability look like in practice? Engineers often operate on the cutting edge of technology, so dealing with change is a normal part of the job, says Samantha Brunhaver , an associate professor of engineering at Arizona State University, in Tempe. Yet university curricula and training in the workplace often don’t prepare students for this. “We tell engineers tha

Representing a significant milestone in AI-assisted mathematical research, a team at Axiom Math has automatically verified the proof of a theorem relating to prime numbers—colloquially referred to as the “246 theorem”—for the first time using the company’s AI system AxiomProver. In formal verification, mathematicians task a computer with checking a machine-readable version of a proof. The process is not a 100 percent guarantee that the proof is correct, as a recent demonstration showed , exposing how a bug in the method could be exploited to accept a false, AI-generated proof. Still, the computational method is as close to a rubber stamp as you can get. This particular verification formalizes an important advance in number theory. Beyond this particular proof, it demonstrates how automated

In [a new blog post](https://darioamodei.com/post/we-must-pace-the-frontier), Anthropic CEO Dario Amodei not only echoed the call to “pace the frontier,” but also outlined three broad strategies for doing so. And he said Anthropic is “unilaterally committing” to one of them, with Altman chiming in to say OpenAI will follow suit. Singapore ranks highest among eight countries surveyed for AI governance maturity, according to a new report from [OneTrust](https://www.onetrust.com/), even as businesses there report growing friction between rapid AI adoption and the controls meant to keep it in check. The AI-Ready Governance Platform surveyed 1,200 senior business decision-makers across the United States, Canada, the United Kingdom, France, Germany, Spain, Australia and Singapore for its second annual AI-Ready Governance Report, published on 14 September. ## Governance keeping pace, but gaps remain Some 41 percent of Singaporean organisations said governance is now built into the AI lifecycle — the highest share of any country in the survey. By Eduardo Baptista and Laurie Chen BEIJING, Sept 14 (Reuters) - Warnings from researchers at leading U.S. artificial intelligence developer Anthropic that increasingly powerful models could escape human control and even lead to the extinction of the human race have drawn attention in China, where policymakers have been preparing for some of the same risks. The U.S. and China are the two major driving forces of frontier AI development and the technology's global adoption. Both superpowers have been increasingly at loggerheads over each other's AI policies and industry practices, with these issues slated to feature prominently in bilateral talks later this month. A viral store video from Russia is stirring both laughter and unease about the future of robotics after a man shoved a humanoid robot and the machine appeared to switch into a fighting routine, prompting store clerks to rush in and restrain it. The scene looked more like a sci-fi gag than a real robot uprising, but it still raised real questions about safety and how these machines behave around people. ### Here's what to know [Futurism](https://futurism.com/robots-and-machines/humanoid-robot-fights-back-shoved) said [CCTV footage](https://x.com/RT_com/status/2095040683509740001) from a store in Russia appears to show a man lightly pushing what it identified as a Chinese Unitree G1 humanoid robot. A critical security advisory for the flaw had been issued on 6 August, four days before the intrusion began. The company later acknowledged that its vulnerability-notification process failed to escalate the warning in time. Data was downloaded from the company’s Australian reporting database on 27 August, and the breach was confirmed on 3 September. ## Names, emails and account details exposed The

A cross-party group of MPs and peers has identified human rights risks posed by artificial intelligence (AI) which existing laws, they argue, are ill-equipped to cover. The Joint Committee on Human Rights (JCHR) published a report calling for a new bill on AI to "address the scale and seriousness" of such threats. "Nowhere in the world, including the UK, has a current legislative and regulatory approach to AI that is fit for purpose," said Alex Sobel MP, the committee's chair. On Saturday, the head of the US AI company Anthropic, Dario Amodei, proposed a plan that includes global regulation, industry-wide regulation and independent monitoring of AI models as they are developed. Amodei urged the pace of development to be slowed down and the bosses of two rival AI firms, Sam Altman of OpenAI

On 25 August, OpenAI fully unveiled Jalapeño, the company’s debut AI accelerator chip. Jalapeño delivers up to 13.4 petaflops of 4-bit compute and accesses 232 gigabytes of the most advanced memory available, linking to it at a blazing 15.4 terabytes per second. Benchmarks cited by OpenAI show that Jalapeño can reduce end-to-end latency (the time between prompt to last token) by up to 3.6x when compared to Nvidia’s GB300 —a chip the company currently relies on—and do so while consuming less power. Whether these figures translate into real-world gains once Jalapeño enters widespread service in OpenAI’s inference fleet remains to be seen, but performance is only half the story. The other half is how the chip was designed—a process which, as you might expect, was accelerated by OpenAI’s large

Every major release from OpenAI, Anthropic, or Google raises the same question: What happens if the feature you’ve spent the last year building suddenly becomes part of the platform? It’s a question reshaping product strategy, fundraising, and company valuations across the AI ecosystem. Not long ago, founders worried about competing with other startups. Today, they’re competing with foundation model companies introducing entirely new capabilities every few months. That changes almost every strategic decision — from what products to build and where to differentiate to how to raise capital and create lasting value. The conversation moves from “Can we build it?” to “Can

For many professionals, work means keeping track of conversations and commitments across inboxes, meetings, messages, and apps. Without rock-solid context, those commitments can fall through the cracks, damaging projects and relationships. Fyxer built an AI executive assistant that follows the thread as work moves across tools. It combines the latest OpenAI models with more than 500,000 hours of executive assistant workflows, dividing the work among dozens of specialized models that improve through real user feedback. Email is one of the clearest places to see it in action. Two people can receive the same email and need completely different replies depending on the relationship, what has happened before, and what each person is trying to get done. That makes a seemingly simple task decepti

Online maths learning platform Mathspace has confirmed a data breach affecting 1,079,819 students, parents, guardians, teachers and staff across Australia and New Zealand, after attackers exploited a security flaw in an internal reporting tool. Mathspace said attackers gained administrator access to its self-hosted installation of Metabase, used for internal reporting, without a legitimate login.

[F5](https://www.f5.com/) (NASDAQ: FFIV) has announced F5 Workforce AI Security, a new agentless offering within its AI Security Platform that gives enterprises visibility and policy control over how employees use AI and the actions AI agents take on their behalf. The company says employees are increasingly delegating tasks to AI agents that can reach into enterprise systems, call tools and change data using permissions granted by their users. According to F5’s 2026 State of Application Strategy Report, 66% of organisations already allow AI to automatically adjust policies and configurations, a shift the company says leaves AI effectively acting with borrowed authority inside the business. ## Controls apply before risky actions run Workforce AI Security is designed to discover AI services

Europeans already use national digital systems or private-company apps, like Apple or Google Wallet, to store boarding passes or access social security benefits. The EU Digital Identity Wallet (EUDI Wallet) is a personal digital platform that allows citizens and businesses to store private data in one place, without relying on third parties or a patchwork of national systems. In the Wallet, users can store and share digital documents, including diplomas, rental history, driving licences, and medical prescriptions. In recent weeks, warnings about potential dangers of AI have spurred calls for coordinated action to slow the technology's development. Claims by current and former researchers that the tech will endanger humanity - with one suggesting there is a greater than 10% chance of it "[killing all humans](https://www.bbc.co.uk/news/articles/ckgwy1k42w4o?xtor=AL-72-%5Bpartner%5D-%5Byahoo.north.america%5D-%5Blink%5D-%5Bnews%5D-%5Bbizdev%5D-%5Bisapi%5D)" - have raised alarm bells. Major developers OpenAI and Anthropic have urged lawmakers to regulate it, though some perhaps cynically suggest this move aims to cement their dominance over rivals. Regardless, the high profile claims have caused concern. Here's what we know. ## Why do some people think AI could be a threat? Some AI researchers say there

China has hit out against what it has called "threat narratives" over AI governance and warned against "engaging in confrontation and malicious competition". Over the past week, industry insiders at the leading US artificial intelligence labs have been warning in extremely stark terms about the potential threat AI poses, with some saying it could wipe out humanity. A third reported using AI across multiple business functions. That lead comes w

By Courtney Rozen WASHINGTON, Sept 14 (Reuters) - U.S. Senate negotiators are debating legislation that would require AI companies to demonstrate they are taking reasonable precautions to keep their tools from causing harm, according to a Senate aide and a lobbyist familiar with the talks. Alarm about the potential danger posed by [AI](https://tech.yahoo.com/ai/) grew last week after Anthropic researcher Jacob Coxon said he had resigned, in part because the "people building AI earnestly believe that it could kill us all by the end of the decade." AI-related stocks fell worldwide on Monday after leaders of some of the industry's largest companies called for slowing the pace of the technology's development. The senators are debating giving the U.S. commerce secretary the power to request

AI "more powerful by the day", Anthropic co-founder tells BBC An artificial intelligence "kill switch" which can be checked by a third-party may need to be mandatory for companies, a co-founder of one of the world's largest AI firms has said. Jack Clark, one of seven founders of Anthropic, said a way of shutting off AI software completely if it gets too dangerous was the kind of thing society "might want to eventually pass rules around". Clark said "most labs have different ways of being able to pull the plug", including Anthropic, but said policymakers may need to enforce having one. Clark's comments come as a growing number of executives and staff of AI firms, as well as AI experts, have publicly said AI could kill all humans. Anthropic head Dario Amodei over the weekend called for the p
